The BFA writes with great concern for the potential impacts on our graduate school that would come from passage of the Federal Tax Bill with its provision to count graduate student tuition waivers as taxable income. As you well know, this provision would harm the welfare of many of our students, making it difficult to recruit students and even threaten the ability of many departments to sustain their doctoral programs.
We realize that the bill may not pass with this provision intact, but we would like to know what the University, and the Senate in particular, is planning to do to avert this possibility; and if the bill were to pass as is, what options it is considering in the light of the already severe budgetary circumstances we face.
